Delta most recently comes to mind on dragging feet and oh yeah one of the most profitable carriers in the country, SWA. Never mind UPS stretching out negotiations for 7 years.

Delta didn't drag their feet. The pilots had a bad TA that was voted down 6 months prior to the ammendable date. That set us back some. Contract was signed 11 months passed the ammendable date with 18 percent full retro. To me, dragging feet is taking years, then offering signing bonus.
