Unless the flight attendant crew encouraged the passengers to take the items based on instructions from management Management apparently changed their minds about giving the Polaris swag away after they realized it would cause systemwide shortages. Now, they ask the cabin crew not to encourage passengers from taking the items. Unfortunately many international flights are short of a full compliment from what I've experienced.
