Not necessarily. The FO just can't be paid more than a captain would at the same longevity on the payscale.
(FO bonus + min salary) < (CA bonus + min salary)
Y1 CA makes $59,000 + $6,000 bonus = $65,000. Y1 FO makes $31,000 min salary. That's a difference of $34,000. That's how much bonus money the company is allowed to pay Y1 FOs without paying the captains any more.
Do the same math at each pay scale to find the lowest difference. That is the max allowable
retention bonus, before they must pay more to captains. I do not see a limit on the
signing bonus, however.
