He is referring to the fact that isn't worth it to pay a lot of money to print out the AFM/POH. You will have access to it before class begins and you can get a generic version online. Unless you learn better with a paper copy, it's not worth it.
IFR experience and knowledge IS highly desirable and essential to pass training. It's one of the more likely reasons you wouldn't pass.
