Do you mean literally on the beach, or on a barrier island, or within a few minutes drive of such?
Daytona is about an hour away from MCO, and Melbourne is about the same in the opposite direction.
Your choices are Brevard County and Volusia County. I think VC has higher taxes, but fact check that. Titusville is cheap but it is also not right on the coast either, even though it sort of is (see map).
There is a TON of land available in Volusia County that is rural and only a few minutes drive from the beach. But if you don't have it zoned agricultural then the taxes are almost unaffordable. And of course there is always
