It happens all the time. My son hurt his shoulder and needed surgery. They want to know if you are getting the medical payments paid from another insurance source or a party that is paying your medical expenses due to their fault, lawsuit, etc. Anthem does it to avoid paying for medical expenses when it's already covered elsewhere. It's not explained very well and usually comes unexpected, but you'll probably have to fill it out. No biggie.
