One one hand, an applicant who might not have gotten a chance in the past at least gets to try. A lot of it is up to them.
But some folks are just not going to make it, and now they have a training failure on their record. But they can always go try again at another regional.
The extra IOE in a lot of cases is to make up for older pilots who are rusty on instruments. Nothing wrong with that if the company wishes to spend the money, plenty of them are just fine pilots once they get up to speed. As long as they make the hard call at the end if needed.
Yup! And then there's secondary ioe with the line captains...... The new paradigm of weeding people out through training just seems awfully expensive. You're right though, it definitely gives people a shot!
