Actually the OB never mentions when the parking brake SHALL be released. It only mentions that prior to push the PIC will ENSURE that the parking brake is released.

This tells me that it is PIC's discretion on when to release the parking brake. Chalk another one up to ambiguity. Maybe they should actually review the language before they publish it.
