This is pointless. CBA's can structure pay differently than normal state laws, this has been the case for a very long time and the battle over pre/post flight duties has been fought before. And no you don't need a union to have a CBA that applies to the entire work force.



The only caveat is typically that duty time/gross pay equals at least minimum wage over the long run. If you're not getting at least that, you can file a claim with the state labor board and they'll force the company to pay the difference. Some FO's used to do that when starting pay was $19/hour.
