Why don't the regionals do what the military does, train a guy from 0-to-hero and once they are a hero give them a 6-8 year commitment. The commitment can even have a clause about paying for your training if you leave early, since it is easier to quit a regional than it is the military.

This way the regionals have a pilot pipeline, and the pilots get free training and a guaranteed job.

Basically a win-win
