There's probably some metrics involved here from the hiring committee. If they've hired X number of people with these quals in the last couple years, and 95% of X have left to go somewhere else, they might be gun shy about wasting the interview and training slot on them.

Anecdotally, I know 2 highly qualified retired AF guys who went into Phase II, and accepted jobs at other majors before they passed Phase II. Both put pictures up on Facebook and changed their LinkedIn profiles when they got their job offer, and both got a "you are no longer in consideration for this position" emails from B6 within a couple weeks.

Until we get a competitive contract, the reality is we'll probably hemorrhage year 1 guys who are competitive elsewhere, and this may just be the companies way of mitigating that loss.
