Both. They've hired a ton of instructors so that should help. And they had locked down extra 145 sims in Paris and were going to start sending new hires there starting this summer. The deal was pretty much done with Flight Safety but the company FAA wouldn't sign off on it.
Also a lack of line check airmen. Many of them flowed to AA, and the company was slow to train replacements.
