Default Voluntary sick verification

Had to go out sick mid trip a while back and was sick to the point where I ended up at the doctor. While I was there I had him fill out a sick leave verification form. I sent it to pilot leaves and they responded by saying effective Dec 1, 2016 they no longer accept voluntary verification. So we can only be forced to verify per the CPO/PWA? I suppose that's the contract, but if I can voluntarily verify and keep myself below the 100 hours as the rolling 12 month period rolls on, I don't see the harm in that.

I'm sure there's a good reason behind this, what is it?
