Not following you on the EAS comment. PSA doesn't do any EAS routes. If anything EAS going away would only serve to increase traffic at somewhere like CRW(CKB traffic would drive there).
Maybe not exactly EAS so I stand corrected on this one, but public airports receive federal funding of some kind and such funding is sensitive to the current powers that be in elected office. CRW's runway is literally falling off the hill and still no repairs being made
