Even though pay has quadroupled in recent years there is still a shortage. What you are overlooking is that not everyone chooses their employer based on wage. Not everyone wants the hassle that comes with having the best paying job out there. Just like not every passenger wants to buy the cheapest ticket.
The higher the pay and the higher the QOL, the more existing and new pilots get into the game. This is economics 101.
