To actually answer that question, most CBA's that involve significant rule or process changes have a negotiated implementation date. This could be all encompassing on a single cutover or phased for certain items. My expectation for something as massive of a change as our first CBA would be that rates, accruals, etc. would come into play on the effective date. Work rules would be implemented on a mutually agreeable schedule, and finally items like vacation would need a rational cutover point to prevent chaos and allow awards under a new system.
