Trying to delivery a welcome message to the CAL pilots the BOD came to a consensus that making a CAL pilot National President would do exactly that - hence the lobby efforts begin - Prater gets the votes and National installs a known buffoon.
It's the same way DL keeps getting their guy installed on a regular bases. It's all political - you should know that.
