There was a recruiter in my recurrent ground school. There were a couple of guys asking him why I'm he did it for free. He laughed and said,"he would never do it for free, we are paid to recruit." According to him it changed almost three years ago.
Whatever, no one seems to have the ability to quantify that claim. And they did do it for free...for a long time...and that is quantified.
