What they tell us is that they will score an application only once per year, because of the manpower required to review an app. There may be occasional apps that slip through more often, but don't plan on it.

If you don't yet meet the time, or other published requirements, I recommend not using an internal rec until you do. As you said, you don't want to unintentionally put yourself in a year-long holding pattern. Good luck!
