There were people that upgraded out of seniority order last year (DECs). It seems that none of them went to DCA. So, everyone that is upgrading now is getting DCA/DAY/CVG for a month or two and will then move to CLT or TYS if they want to.

It is just how the bid openings and the availability are playing out right now.

The last 5 captain vacancy bids all had an effective date of July 1st (meaning that anyone that wants to transfer bases will do so on July 1st for those bids). There will be major movement for captains between bases on July 1st.

For instance, there are already more than 20 captains that will move from other bases to CLT on July 1st.

DCA is also a growing base. There were only 20 lines this month, and 22 lines next month. It is expected to grow to far more than 50 lines (last number I heard from an official source said to 80 lines). DCA has more pilots on reserve right now, but will also be getting all of the additional 700s that are coming in. Some might say that DCA is being "overstaffed" to be ready for additional growth.
