I did nothing but public charters for almost 2 years. They are essentially a 135 unscheduled operation that leaves at the same time everyday that can sell tickets to the public. Our JS policy was the person requesting a ride had to pay the taxes on the cheapest ticket ($25) because it had something to do with the money from a ticket going into an escrow account that the DOT got a cut of. The flight operates under part 380 which is a DOT provision. I know the companies tend to be charter operators so they don't have a lot of experience with jump seaters.
