I would posit that even with an incapacitated command structure the NK forces have dead-man policies (similar to 'Wing Attack Plan-R') which would enable local commanders to take drastic offensive measures, up to nuclear warfare. They may not have an ICBM but they could definitely drive a bomb up to the border and blow it up in a glorious act of self sacrifice to the 'dear leader'
So Syria, with first world Soviet IADS couldn't see 60+ TLAMS inbound, but NK can? Dude you should probably call someone and warn them!
