The junior CA in ATL is an Oct 16 hire. But... he is going to stay in that position for quite a while, I predict. For those that don't mind RSV (and we shall see how ATL pans out for that aspect of the job), it's not a horrible place to be, if you live there.
If I were a betting man, I'd say ATL will continue to go more senior the next few bids. Anyone upgrading in ATL will sit on RSV for several months, up to a year, as the 2015-2016 hires upgrade. Then it will stagnate just like DTW.
