Perhaps foreign airlines don't have to follow FARs. BTW, I've been on several Lufthansa flights that are run tighter than a drum. I have witnessed incidents where pax get up on taxi and within a nano second, a FA is yelling at them over the PA.
This was my personal observation. I was also referring only to non-critical phases of flight. Observations such as yours are valid as well.
