Perhaps you are talking about the FOM provision that prohibits a newbie from doing the short upgrade course for First Time Captains with less than three years service at Delta or 1,000 hours at Delta? I believe that also buys you an extended OE footprint (on the positive side, that pilot should become very proficient at shadow bidding 😁
