My bid was based on published rates not GS rates.
They didn't offer the option of M88A if X% left unfilled.
I'll wager CR goes trolling for M88As on the August cleanup bid. They will get some takers who are willing to jump in on top of the junior reserve dogs, but didn't take a chance bidding a percentage this time around.
