Obviously you didn't have a source for this. Talking about the cabin Jumpseat it says "IF wearing the company uniform, it must be in full compliance...". You can Jumpseat for personal reasons. The TSA guidelines with regards to liquids is that a pilot in uniform (it doesn't specify duty or not) can bring liquids through a TSA checkpoint (KCM or otherwise).
