I think you have to look at the lag involved from the larger bonus structure announcement. Roughly a 4 week delay from interview to class date, and the new first year bonus pay out was just announced at the beginning of this month. Give it a week for the early crowd to put in interview requests, which means that you probably won't see the effect until mid June or even July class numbers.
If there's no movement and if the upgrade stays over 4 years I don't see the bonus making much of a difference. Remember if someone can upgrade fast and get at a major in 4 years at a quick upgrade company it's better then a bonus and waiting 4 years to upgrade with an additional 2 years to get the PIC time to get on with a Legacy.
