Generally you always put ATC on #1 but the places I've been consider ramp as a controlled freq. It's not company or mx or ops or what have you. Also some places ramp is a controller function so then you have ground on #1 and ramp on #2 and you're monitoring both? WTF?
I understand the thought process behind putting ramp on #2 in places like LAX which is what I always did but generally most places it's better on #1 as the CA is listening to that freq already and moving it to #2 removes an additional person from hearing what is going on. Just weird.
