We have had 161 people awarded upgrades so far this calendar year. That includes the most recent upgrades will start class on June 27th. If we were really bypassing 79%, there is no way that we could have still upgraded 161 people.

If you take out the people that bypass 3 months or less (which I would really not call bypassing, just waiting to finish a vacation or to be awarded a particular base), there is no way that more than 15% are bypassing.
