However, you have to go to 2.A.143 which defines “International operation” as "a flight segment to or from an airport, or between airports, located outside the contiguous 48 states of the United States. Exception: A flight segment between an airport located in the mainland United States and either Canada or Alaska will not be considered an international operation."

Therefore, a flight to/from CUN is an international operation entitling you to international override and international per diem.
