How about something like the ol' Delta Shuttle "Dozing for Dollars" program? You basically sat airport standby for 10 or 12 hour shifts and were credited with 1 hour for every 2 hours of standby. Worst case you get 5 hours of credit for a 10 hour standby with no flying. Not sure how much that would cost the company as it eats into your guarantee but they would be able to have readily available SC people and they would know you are in position to be promptly available b/c you would sign-in at the airport to start your pay clock. Not necessarily a great deal for those who live local but it would let you eat away at the reserve guarantee, unlike the current SC structure.
