23L2 doesn't state he can't be notified of a reroute prior to the airborne departure of the first leg, just that you cannot be rerouted prior...(with the exceptions)

It's a grey area. I've scoured the SRH and the PWA but can't see any extra cash. The only thing that's piqued my curiosity is the double re-route. (Double because first we were re-routed to a MSP layover, then we were rerouted to a BIS layover.)
I'll report back when I hear from ALPA.
