How does a crappy contract dig us out of thia hole? It doesn't, that's the answer. If management wants to attempt to staff they can do so with new hire and retention bonuses. This TA is not attractive, thus does not attract talent. Your point is invalid.
As for performance. Unless you are in management, you have no idea what our contract says, where we stand, or what our condition is. Again, your point is invalid.
If you want this place to be around you should vote NO for this contract so we can negotiate one that not only retains but attracts talent.
