In the past it wasn't a $1000 checkride. Back when twins weren't $250-$350/hour to rent, and insurance on a light twin wasn't cost-prohibitive to have them as rental aircraft and in flight clubs.
I had two "students" get their ATPs before the new rules went into effect... they just wanted their ticket to say Airline Transport Pilot. A doctor and a lawyer.
