While I think wearing a hat indoors is dorky, just as much as wearing a tie with a short sleeved shirt, it is nothing more than a dress code mandated by the company.
Read the book, Dwight. You don't have to wear short sleeve shirts with your tie if you don't want to. Just wear the blazer. The hat being optional is a contract provision. It was negotiated in and I'm sure management would like it removed but they'll have to pay if they really want that. Until they do they can't mandate you to wear a hat. Maybe you should reference these things before you fact check someone.
