The 200 knot limitation isn't applicable if the aircraft minimum safety speed exceeds it.
In the case of the A320, that minimum safety speed is the green dot. And you can't get the green dot until you clean the aircraft up. And unless you're flying an empty A319, it's always above 200, therefore, the reg does not apply. And since ATC has no idea if you're flying 10 pax or 140 in the back of your A319, they expect you to go 250 knots.
Clean the ******* airplane up and fly it like a big boy.
Minimum safe speed in the Airbus is V2. The exception referenced is sup part (d) is there for delta wing aircraft with no flaps. like Concord or the SR. but with your extensive "experience" I suppose you already knew that.
