The problem is, the company can do a lot more on the bottom end to get people in the door, than they can on the top end to get people to stay. No captain is going to pull their Delta app, or turn down an interview, just because Compass raised their pay by 10% or more. So there is no motivation to do an across the board pay raise at all.
