Yes and that is a big IF the wifi works at any particular international airport and IF the surface decides to play and actually connect and IF the speed of said WIFI is sufficient to download a flightplan during the duration of a pre-preflight. It's presently 50/50 at best.
And those networks are unsecured. No telling how many tablets have been infected with malware from being exposed that way.
