Why the disparity? Wouldn't captains have more PTO and vacation, thereby needing more Captains? Or they just expect the junior FOs to quit and need more?
Why pay for an additional 100 Captains if you know they'll pick up open time straight pay, RSA and VDA on days off! I wouldn't. "We're getting the help we need from current staffing" (RH)
I hear from FO's all the time, "Damn, I'm always too late for the RSA/VDA".
