Years ago while staying in China I noticed that I could access sites within China on a cellular connection that I could not access via normal networked internet. One report I found that I thought was kind of funny was about systematic shakedowns in Beijing of citizens filing legal complaints and petitions about roofs of government maintained housing not being repaired.
So this well dressed woman visits a police station where these petitions are submitted and the police thinking it was a citizen filing a complaint decided to rough her up a little. Mistake. The woman was the police chief's wife who was just there to visit her husband. The article sited "disciplinary action" to the officers involved.
Probably a hammer to the face
