It originally came from a WWI era Army Signal Corp guide for the Curtis Jenny. Still practical for ligth GA airplanes, but not so much for big planes. I think Southwests SOP simply states that taxi speed shall be less than V1.
Southwest SOP - "Taxi speed should be at or near the V1 speed when conditions permit so that the aircraft can smoothly and expeditiously transition from the ground environment to the airborne environment."
