22,100 is for the 145 & crj. If you're old enough in the class to get the 175 then it'll be 17,500. You'll have to agree to the two year contract to receive a signing bonus. I'm told if you leave before completing two years you owe it back, but if you get a year done they'll pro rate it. So those are your choices - 22.1 or 17.5, don't sign=no bonus, sign=bonus, accept bonus=2 yr commitment
For upgrade, last I heard we have unfilled captain vacancies and if you qualify (2500TT, 1000/121) you can upgrade.
I'm not sure how backed up they are on IOE. My guess is a couple of weeks from the recent new guys I've talked to.

To answer the last question it really depends on what you are going into. Short answer is 10-16 weeks. If you are a FO and upgrade on the same equipment then you can get through training quicker through a qualified upgrade program vs long term program. 145 might be a couple weeks faster and than the 175. Senior guys get a to go first so there could be a 2-4 week difference in start dates from the most senior to the most junior pilot. From award to class the longest is 10 weeks to wait. After check ride to IOE is 4-5 days. FAA ride 1-2 weeks.
