3-A-3 covers blended rate for all non-flying segment hours
Short version:
In base reserves want SC and VDO assignments for more money. Commuters want aggressive pickup of commuteable trips/FSB for more time at home.
Not a personal criticism, but the general lack of knowledge of reserve rules demonstrates that there is 1) a need to improve them, and 2) no way improvements will ever pass.
