1. Yes it counts.
2. Not true. For example, if you are in a four day silo with three other guys there might be a couple of SCs available between the four of you. If no one picks them up, CS will usually assign them to the top guys in the silo. However, if the guys above you have each done 2 SCs already CS can skip down the silo to the first guy with 0-1 SCs - which can be a nasty surprise when you thought you were safe deep down in your silo. My last block of reserve started with me at #4 in the 4 day silo - I didn't bother picking up a SC and stayed home on day 1 sitting long call.
