My understanding is that they don't do it until you've received a conditional employment offer -> conditional because it's pending all background checks.
All airlines follow the same model. HR doing background checks on potential employees would expose themselves to lawsuits if the people they're doing background checks on ended up getting fired (AND they weren't offered a job).
