The only reason they're published in the vacancy is to create slots for new-hires. They can only put new-hires into vacancies that have gone unfilled.
And/or (not only) to provide slots for 737 FO's in other domiciles to lateral in and FO's from similar paying seats to bid in for better seniority at the same pay.
