One does have to ask, why is attrition low resulting in extremely long upgrades? Because the job is sooo horrible????

Because those that upgraded after maybe six months on property, and contractually prevented from downgrade when we furloughed nearly 500, are doing a whole lot better than those who are looking at a 15+ year upgrade time.
Also, if we were replacing the outgoing PICs with new upgrades, things may be different. Instead, we are shrinking. Not a good recipe for upgrades.
