Safety wise I am not worried unless a person has been asleep at the wheel for those last 1000 hours. Unless of course mentally they don't feel ready and lack the confidence of being in command. Then it's truly wrong on so many levels
The part about how terrible this whole thing is how it's going to impact someone who is a new hire and a refugee escaping from another airline. With this imposed upgrade they might end up being miserable.
