I took another look at the min/max, and that's where the answer is.
If the number out drops a BES below the min, the backfill shows up on the snapshot. If it is still at min or above, the company isn't required to backfill regardless of how many bid out; thus, it isn't until the final that they post backfills above the min.
For instance, DEN 737 FO is 172 min/172 max. DEN 320 FO is 132 min/162 max. 7 guppy guys bid out, 7 come in on snapshot. 6 bus guys bid out, company can choose to do nothing or backfill 1-6 guys. So they'll wait to see how everything else shakes out before adjusting the new min/max and releasing the unfilled for new hires.
